Regional Windows of Opportunity in GVCs: The Impact of Inward FDI on Small Subcontractors’ Upgrading

The study investigates how the entry and exit of foreign multinational enterprises can open different upgrading opportunities for small subcontractors in the Italian fashion industry. The findings show that while MNE entry does not generate significant local upgrading effects, MNE exits can foster upgrading among subcontractors embedded in industrial districts and connected to clients beyond their regional boundaries.
